The facility is expected to create 20 high-skilled jobs and represents more than $120 million in capital investment.

“Texas remains a national leader in semiconductor manufacturing as we further build a strong and resilient semiconductor supply chain,” said Governor Abbott. "I congratulate Soulbrain for choosing Texas for their first U.S. production facility and their U.S. headquarters. The Taylor facility produces new high-skilled jobs and meets industry demand for specialized materials essential to the production of next-generation chips and electronic components produced in Texas. Through this grant, Texas will further solidify our dominance across the full semiconductor supply chain."

Phase 1 of the project will support an annual production capacity of 28,800 metric tons of high-selectivity and high-purity phosphoric acid (H₃PO₄), a critical material used in semiconductor wafer cleaning and etching processes.

“We are grateful to Governor Abbott and the State of Texas for supporting Soulbrain through the Texas Semiconductor Innovation Fund,” said Soulbrain RASA TX LLC President Jon Park. “With this partnership, we will expand advanced materials capabilities in Texas, strengthen the domestic semiconductor ecosystem, and create high-value manufacturing and engineering opportunities for Texans.”

“Texas continues to lead the nation in semiconductor innovation by attracting world-class manufacturing like Soulbrain,” said Senator Charles Schwertner. “Their decision to put down roots in Taylor will bring skilled jobs to the community and help ensure critical supply chain materials are produced right here at home.”

“During my first year in office, I was proud to vote for HB 5174 which created the Texas Semiconductor Innovation Fund,” said Representative Caroline Harris Davila. “Today, we see another example of how this tool is being used to spur job creation, domestic manufacturing, and further technological innovation right here in our own community. I look forward to seeing the innovation, job creation, and positive economic impact that this allocation will create for the City of Taylor and Williamson County.”

View more information about Soulbrain.

Governor Abbott signed the Texas CHIPS Act into law in 2023 to establish the Texas Semiconductor Innovation Fund (TSIF), a grant program to continue Texas’ leadership in semiconductor research, design, and manufacturing, as well as the Texas Semiconductor Innovation Consortium (TSIC).
